"Red eye rarely visible" is Sibley's caution. That's been my experience too, so I would shy from using the red eye at all when there are other good marks anyway. The eye striping helps narrow it down. This vireo is distinguished from Philadelphia readily because its bill is quite long and thick comparatively, and it is slightly upturned. This bird also lacks color on the throat, where the Philly would have at least some yellow.
