Sansevieria ballyi is the correct valid name for this species.

If you look in Len Newton's article where he names Sansevieria ballyi, you will notice he specifically states that Bally 30 is a superfluous renaming of the collection Bally 12681.

The unpublished name Sansevieria tsavoensis Pfennig, based on Bally 12681, is also the same as Sansevieria ballyi Newton.

This is one of the deciduous Pitcairneas, a Bromeliad. Could be heterophylla but it usually blooms with no leaves.
The plant is never without leaves..

This plant looks more like a juvenille S eilensis or ehrenbergii. Even juvenille S. fischeri (Note spelling) have cylindrica leaves. The V-shaped groove is ceretainly diagnostic, but I'm not enough of an expert to know what it means.
